RTUK Met with Broadcasters

Draft Regulation on the Procedures and Principles on the Implementation and Supervision of Monitoring and Restoration Rate Measurements of Broadcasting Services was held on 18 January 2018 at the IU Rectorate Building Doctorate Hall.

The meeting started with the speech of Istanbul University Rector Prof Dr Mahmut Ak’s and the head of Radio and Television Supreme Council (RTUK), Prof Dr İlhan Yerlikaya’s opening speeches.

"Istanbul University Is Ready to Support the Sector"


IU Rector Prof Dr, Mahmut Ak, in his speech, emphasized the cruciality of communication and its importance for our time, underlining the necessity to move forward and improve the work that is done around it. He said: “Said regulation is updated while taking into consideration the developments such as digital monitoring, listening and large data, which are caused by the influence of the new media in terms of monitoring and data analysis in the world. In the regulation, all systems related to television viewing, radio listening and measurements of them and definitions are all transformed into universal and up-to-date state."

Saying that exclusive laboratories were established to analyse the entirety of the data, IU Rector Prof Dr Mahmut Ak told "We are active in multidisciplinary studies at the point of producing science based on data with the IU Statistical Application and Research Centre. On the one hand, we have academicians working on technical sciences and on the other hand working on social sciences. As Istanbul University, we are ready to support our laboratories and our different centres on behalf of collecting and analysing data from all sectors and from all sectors and producing strategies from here. "With our IU Statistical Application and Research Centre we are also active in multidisciplinary studies while producing science based on data. On one hand, we have technical schools and on the other hand we have academicians working on social sciences. As Istanbul University, we are ready to provide support with our laboratories and our different centres in order to collect and analyse data from all sectors and to produce strategies from here on.”

IU Rector Prof Dr Mahmut Ak ended his speech with the following words: “As Istanbul University our training programs are ready. We have also prepared certificate programs that are to accompany them. As RTÜK and Istanbul University, we want to officially give all the media certificates, so we have prepared all of our training programs for this purpose. The oldest university of Turkey, Istanbul University, is a leader in the field of science with 5 thousand 275 academic staff, 260 thousand students and 23 faculties. We also indicate that we are ready to do what is supposed to happen in this issue with the academic staff of Istanbul University Communication Faculty, which is the most distinguished faculty of communication in the country, and IU Statistical Application and Research Centre, Social, Health and Science Data Analysis Laboratories.”

"Rating is of Utmost Importance”


Head of RTUK Prof Dr İlhan Yerlikaya came to the floor to speak after IU Rector Prof Dr Mahmut Ak.

Professor Dr İlhan Yerlikaya, wishing for a good meeting for both broadcasters and the RTUK, began his speech by saying: “First of all, I want to thank the Rector of Istanbul University Prof Dr Mahmut Ak for hosting the event. Opening the universities and historic venues to public events is really an admirable affair. Discussions on rating issues have been going on for many years. Rating is very important for Radio and Television Broadcast. If you do your work accurately, value justice and righteousness while doing it then every work you do will be right. So the decisions we’ll make here today are very important ones.”

Saying “Draft Regulation on Procedures and Principles on the Implementation and Supervision of Monitoring and Restoration Rate Measurements of Broadcasting Services” is prepared by taking broadcasters’ opinions into consideration, Prof Dr İlhan Yerlikaya stated: “Everything we talk about here about this draft can be changed, edited, enhanced or reduced. This will be a decision we all can make together. Rating is not everything. There is both good and bad rating. Meaning that if something is watchable or that it is in demand would not indicate the quality of said thing. This is very important also for advertisers. It is not same to advertise bad content rather than good. I think it is necessary to advertise the good ones.”

Following the opening speeches, the meeting continued with a panel.

Evaluations on the Regulation Draft


In the first session of the panel conducted under the moderation of IU Communication Faculty Dean Prof Dr Ergün Yolcu, chief executive of Television Audience Research Committee Joint Stock Company (TIAK), Dursun Güleryüz, chief executive of Radio Listening Services Organization Presentation and Publishing Joint Stock Company (RIAK), Olcay Akay, and head of RTUK Public Opinion, Broadcast Research and Measurement Office, Şemsettin Gürpınar made their presentations.

In the second session of the panel head of RTUK Public Opinion, Broadcast Research and Measurement Office, Şemsettin Gürpınar, vice-president of RTUK Public Opinion, Broadcast Research and Measurement Office Dinser Şahin, Supreme Board Specialist Deniz Gürel and Supreme Board Specialist Atakan Erdem made their speeches.

In the panel, evaluation of regulations and procedures on the implementation and monitoring of monitoring and resting rate measurements of broadcasting services was carried out and opinions were exchanged with participants from the media sector.

Following the meeting Q & A session was held and the event ended with the lunch at IU Professors’ House.
